Organisations wishing to apply for Cultural Cooperation Projects in the Western Balkans “Strengthening cultural cooperation with and competiveness of cultural and creative industries in the Western Balkans” EACEA 39/2019 are invited to submit applications online to the Education, Audiovisual and Culture Executive Agency in Brussels.
The 
Guide for applicants is intended to help applicants through the process of preparing an application.
Before starting your application:

2. Applicants must have an EULogin (European Commission Authentication Service) account. If you already have an EULogin account, you may use it. Otherwise, click here to create an EULogin account. When you have created your EULogin account, return to this page.

You are now ready to start the application process:
1. The applicant and all partner organisations must be register in the Funding & Opportunities Tender 'Portal' and receive a Participant Identification Code (PIC). The PIC is needed to generate the application form. To access the Funding & tenders opportunities portal, you need your EULogin (see above) username and password.
2. Create your official electronic application form, also called the eForm (please refer to the eForm section). To create your eForm, you will have to go through the following steps without interruption:
a. select the funding opportunity
b. select a language option
c. selection the organisations participating in your proposed application
d. create the eForm
e. save the eForm to your local computer or network drive
f. fill in the eForm and save regularly.
Completing your application
1. Do not forget also to complete the compulsory annexes (see tab on left) to the eForm. Please consult the 
Guide for applicants as there are instructions in relation to the Annexes.
2. Once you have completed the eForm and attached the annexes, validate the eform. This triggers an automatic check that informs you if your application form is complete or not. If it is, you can submit it online. Check the security settings of your computer with an IT technician. Your eForm might be validated but might not have been sent if you have not disabled your security settings. Please carefully read the 
Guide for applicants
3. When you have submitted your application online, you should receive a confirmation email and reference number. If not, contact the helpdesk.
NB: Please note that the eForm must be validated and submitted before the deadline. Applications which could not be submitted in time, or are made in any other way than by submitting the eForm online will be automatically rejected. No exceptions will be made.
If you experience technical difficulties with the submission of your eForm (not linked to issues already explained in the

Guide for applicants or 
Eform user guide) you must contact the helpdesk by email BEFORE the submission deadline (preferably days ahead the deadline), explaining the nature of the problem.
