Aim: The aim is to increase the literacy and digital vocational competencies of the trainee women who are educated in PECs and Maturation Institutes, and thereby it is aimed to increase their employability.

Actualized Activities:

  • A PR activity was held under the auspices of the President in İstanbul,
  • Advisory Board gave visits to 17 MIs and they were given suggestions to increase their production, marketing capacities.
  • Workshops were held in Mardin and Ankara so as to identify pricing and marketing strategies, the use of social media, protocol rules, and transformation manifesto for the MIs,
  • Certain personnel trainings were held among MIs,
  • A Ministry decree was published concerning master trainer employment.

 

Developing Digital Literacy for Adults with Limited Access for a Better Life

Aim: Developing Digital Literacy for Adults with Limited Access for a Better Life project provides digital literacy for adults to get integrated into the society effectively.

The Project of Promoting the Integration of Syrian Kids to Turkish Education System PICTES

Aim:

The main purpose of PIKTES Project is to promote the access of children under temporary protection to education in Turkey and to support their social cohesion. In this scope, PIKTES also aims at supporting the efforts of Ministry of National Education on education and social cohesion of children under temporary protection in Turkey.

Turkey Resilience Project in response to the Syria Crisis (TRP)

Aim:

Delivering comprehensive and sustainable solutions to the problems of Syrians displaced due to the Syrian crisis and now living in Turkey and of the host communities. Focusing on job creation, strengthening municipal services and Turkish language training, the Project is financed by the EU Trust Fund in Response to the Syrian Crisis (EUTF).

Budget:

50 Million-euro budget focuses on promoting job creation, strengthening local government capacities and municipal services and delivering Turkish language training for Syrians in 11 provinces of Turkey.

Cooperation:

Turkey Resilience Project in Response to the Syria Crisis (TRP) is implemented by UNDP in cooperation with the Ministry of Industry and Technology, Ministry of National Education and Ilbank. Major stakeholders include host communities and Syrians, local and national authorities, local and national NGOs and business entities.

Activities:

The two-year Project will focus on three major areas:

  • Jobs Creation, Facilitation of jobs creation through increased productivity and efficiency
  • Municipal Services, Enabling stronger municipal capacities
  • Turkish language trainings, Supporting social cohesion and economic integration in 11 provinces of Turkey.

Project activities will be implemented in Gaziantep, Hatay, Şanlıurfa and Kilis as cities most affected by the Syrian crisis as well as such other large cities of Turkey as Istanbul, Izmir, Bursa, Adana, Konya, Mersin and Manisa. The implementation started on 1 February 2018.

Promotion of Economic Prospects for Refugees and Host Community in Turkey (PEP)

Aim

The economic prospects of Syrian refugees and Turkish members of the host community is enhanced.

The project PEP focuses on creating employment opportunities through skills development and qualification, supporting small enterprises and entrepreneurship as well as strengthening the private sector. Its measures directly contribute to several Sustainable Development Goals (SDG) of the United Nations (UN) such as: SDG 1: No Poverty, SDG 4: Quality Education, SDG 5: Gender Equality, SDG 8: Decent Work & Economic Growth and SDG 10: Reduced Inequality.

The project is based on the successes and experiences of the two “Cash for Work” projects (2016-2019), implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in Turkey.

 

Building Tomorrow - Quality Education and Livelihoods Support for Syrian under Temporary Protection in Turkey

Aims:

The overall objective is to increase the resilience of vulnerable Syrian refugees in Turkish host communities and enable them to better integrate through support to education and livelihoods opportunities.

The specific objectives are:

  1.  Improved access to formal educational opportunities for school-aged Syrian refugees through providing interim informal education whilst facilitating access to formal education.
  2. Improved access to livelihood opportunities for Syrian refugees through vocational training, job placements and enterprise grants.

Budget: EU Contribution (EUR) EUR 17,280,000 Contracted under FRIT-EUTF funding.

Schedule: 20 Months (Starting date: 14/12/2017)

Main Activities:

  • Community outreach to encourage enrolment of children under temporary protection into educational opportunities and address barriers to education.
  • Provision of educational and psychosocial support programmes, catch up classes and Turkish languages classes in Public Education Centres (ages 6 – 13) (12,000 children in 30 locations across the 7 provinces).
  • Safe transportation to and from Public Education Centres. 
  • Public Education Centres are equipped to provide safe spaces for children.
  •  Children in 21 refugee camps can access libraries containing Arabic and Turkish books for children and youth to encourage home learning initiatives.
  • Social activities and social cohesion events for children attending Public Education Centres and from the host community.
  • Vocational high schools are rehabilitated and provided with workshop equipment.
  • Syrian students receive Turkish language course and certification prior to attending vocational high school.
  • Vulnerable Syrian and Turkish students attending vocational high schools receive one-off back to school financial support.
  • Vocational high school teachers are supported with teacher professional development.
  • Vulnerable Syrian and Turkish students attending vocational high schools receive cash incentives.
  • Vulnerable Syrian and Turkish students attending vocational high schools receive career mentoring and life skills support. 
  • Social cohesion events for youth attending vocational high schools.
  • Syrian adults receive Turkish language courses to support integration into the Turkish community and labour market.
  • Vulnerable Syrian and Turkish adults receive certified technical and vocational training and complete on-the-job training. 
  • Vulnerable Syrian and Turkish adults receive accessibility and transportation stipends conditional on course and training attendance.
  • Vulnerable Syrian and Turkish adults attending courses or training receive career mentoring and life skills support. 
  • Vulnerable Syrian and Turkish adults who complete on-the-job training are supported to transition into formal employment. 
  • Establishment of gender inclusive community maker workshops to promote skill sharing and social cohesion amongst Syrian and Turkish communities.

2018

Anatolian Schools- Author Reading Project

Project Objectives:

To have our students read the national authors specifically Mehmet Akif Ersoy who have an important place in Turkish culture, protecting and preserving the national and moral values; to lead the students to evaluate and reflect on the works of those authors and to create opportunities to disseminate the collections of the national authors by means of various panels, competitions, seminars and events.

General Objectives of the Project:

The general objective of the project is to instill in the reading habit for the students of state schools at all levels, to have the students develop culturally and intellectually and at the same time, become diligent, morally accurate, self-confident as well as initiative, consistent and family-oriented individuals.

Duration: Two years. The project will automatically be extended to another two years of project work unless the Ministry of National Education does not exhibit an intention to have it come to an end.

Budget: 1,500,00 Turkish Liras

Although the scope of the budget is not fixed in priori, the project management can establish certain financial mechanisms and support from the civic associations, municipalities, province-level directorates of the Ministry of national education or from other institutions. Except for such budgeting mechanisms, the requirements of the project is to be supported by the general budget of the Ministry.

Provisions Conducted:

A pilot study in 12 cities “Sakarya, Kocaeli, Bolu, Aksaray, Ankara, Balıkesir, Burdur, Çorum, İstanbul, Kastamonu, Konya ve Nevşehir” was conducted successfully. Following this phase, the studies of the project was conducted in the following cities: Adana, Aksaray, Ankara, Balıkesir, Bolu, Burdur, Çorum, Düzce, Edirne, Erzurum, Gaziantep, Isparta, İstanbul, Kahramanmaraş, Karaman, Kastamonu, Kayseri, Kocaeli, Konya, Malatya, Aydın, Nevşehir, Bursa, Rize, Sakarya, Sivas, Trabzon, Yozgat, Zonguldak, Amasya, and Mardin.

The books to be read in the present project, province-level directorates of the MoNE were sent a circular document and informed that they were to provide the necessary support for the actualization of the project objectives. It is intended to extend the project across the country.

Planned Actions:

By the beginning of the 2017-2018 educational year, the students had completed reading Tarık Buğra’s works and moved to Cengiz Aymatov readings.

  • In 2018, a series of Cengiz Aymatov 90thbirthday tribute events will be held, such as panels, theatre plays, concerts and conferences in cooperation with TURKSOY, Abroad Turks and Relative Communities Directory, TiKA, Kyrgyz Embassy and the Ministry of Youth and Sports.
  • A set of events was planned in May 2018 within the framework of Turkish Language Festival events in Karaman, in which the contributions of Anatolian School Authors to the Turkish language were discussed. 

National Coordinators for European Adult Learning Agenda Applications – 4

Project Objective: According to the Lifelong Learning Action Plan 2014-2018 of the Ministry of National Education, required institutional cooperation is to be taken to secure the basic skills of all of the adults, with a specific priority of the sentenced citizens, raise awareness about becoming effective individuals throughout their lives, increasing the possibility of employment for the disadvantaged individuals.

General Objectives of the Project: Strengthening the basic skills of all of the adults by offering them solid learning contexts, with a specific priority of the sentenced citizens, raise awareness about becoming effective individuals throughout their lives, increasing the possibility of employment for the disadvantaged individuals. Establishing cooperation among the institutions to increase the likelihood of employment for those groups of individuals.

Duration: 26 Months (01.11.2017 – 31.12.2019)

Budget: 497.490,00 Euros

Process: It is planned to educate the personnel of Public Education Centers in 7 piloting provinces.

Actions Taken:

An introductory meeting was held on 9-10 January 2018 in Istanbul.

Planned Actions:

The piloting provinces are as follows: Hatay, Bursa, Manisa, Malatya, Ordu, Mardin, and Eskişehir

Project meeting concerning project introduction with the shareholder institutions.

  1. Training of the personnel of Public Education Centers in 7 piloting provinces about basic skills teaching, personal development and education in relation to employment and inter-institutional communication
  2. Research concerning the employment problems of the formerly convicted individuals in 7 piloting provinces
  3. Training of the control personnel in 81 cities about basic skills teaching, personal development and education in relation to employment and inter-institutional communication
  4. Shareholder meetings about the employment of the formerly convicted individuals with MoNE, ISKUR, and relevant employment institutions.
  5. Training of the personnel of Public Education Centers in 7 piloting provinces about basic skills teaching, personal development, and education as well as thematic events 
  6. Distance education in webinar format for ISKUR personnel who are responsible for finding occupations for the formerly convicted individuals
  7. Preparing public spots to raise awareness about the formerly imprisoned individuals and the importance of personal development.
  8. Development of mobile learning applications to help acquire basic social skills.
  9. Participating in the thematic events organized by the national coordinators about adult education, two work visits, basic skills and personal development in Europa.
  10. A closing conference about personal development, adult education and employment in which good examples of inter-institutional cooperation is shared with the stakeholders.

 

 

Epale – 2 (Electronic Platform for Adult Learning in Europe):

Project Objectives: The platform EPALE, Electronic Platform for Adult Learning in Europe, is introduced to the National Support Services for Adult Education and they are encouraged to take part in the EPALE. In order to help enrich the content of the bilingual, dynamic, interactive and innovative platform, the project helps Central Support Service.

Specific Objective of the Project: The project aims at disseminating the platform EPALE in Turkey, Electronic Platform for Adult Learning in Europe, and introduce to the National Support Services for Adult Education and they are encouraged to take part in the EPALE. In order to help enrich the content of the bilingual, dynamic, interactive and innovative platform, the project helps Central Support Service. In addition, good examples are to be shared in the meetings.

Duration: 2 years (01.01.2017 – 31.12.2018)

Budget: 736.310,00 Euros

Actions Taken:

An introductory meeting was held on 9-10 January 2018 in Istanbul

Process:

National meetings are being held to introduce the actions of the project by the national support service. In these meetings, while the participation of the platform is increased, the language and appropriacy of the content uploaded to the platform are evaluated. In case of necessity, online services are provided for the users. In addition, social media accounts constantly share project actions and outcomes actively. In this process, the national support service gives visits to the national support service units of different countries to learn about the similarities and differences in these provisions in order to contribute to the local services and the platform. The contents about adult education in Turkey, news and certain contents are shared by the national support service to inform the EU about the developments in our country.

Project Outcomes:

  • 12 events were held within the project in 2016. During these events, 853 participants were reached.
  • In addition, 2693 users were registered to the EPALE platform in 2016 and 44 contents were shared in the platform. 1404 followers in social media accounts (Facebook, Twitter) of EPALE.
  • Via the events organized in 2017, 685 participants were reached. In addition, 1240 new users registered to the EPALE platform in 2017 increased and 90 contents were shared in the platform. 454 new followers in social media accounts (Facebook, Twitter) of EPALE.
  • Turkey has 3933 registered users in EPALE, making the country number one among 34 countries. A total number of contents sharing was 134 and the EPALE social media accounts have 1858 followers.

  • Distance education development events about the andragogic skills for the administrators working in the centers of lifelong learning.

A total of 22 activities since the inclusion of Turkey EPAL has reached 1,538 people directly. Thanks to these meetings, our country ranks first among 3.933 registered users and 34 member countries of the platform. In this respect, our country has reached a successful position and has reached its target. Although we have not yet reached the desired level in the content uploaded to the platform, we aim to raise our country to the top in terms of content with the contributions of the activities and the national support service. The biggest obstacle to increasing the content on the platform is the lack of Turkish language support. We continue to work on the addition of Turkish to the platform.

The Project of Women First in Entrepreneurship:

In an effort to improve entrepreneurship competence of women who want to turn their handmade products into income through communication technologies, the project aims at increase the number of entrepreneur women who received trainings in Public Education Centers and Maturations Centers, which are affiliated to the Ministry of National Education, General Directorate of Lifelong Learning, by means of digital and mobile technology support. The products of entrepreneur women are purchased from an internet site officially supported by the project.

In order to strengthen the socio-economic power of the women who received training n Public Education Centers and Maturations Centers, which are affiliated to the Ministry of National Education Directorate-General for Lifelong Learning, an online platform was established, www.oncekadin.com; and to offer the necessary infrastructure for the web services to help women sell their products to wider customers. In this context, trainers and participants were educated.

Actions Taken:

  • Introduction and dissemination of the project via http://oncekadin.gov.tr
  • 24-hour seminar contents were developed about the digital and mobile technologies in marketing, financial responsibilities, communication skills and entrepreneurship for the participants.
  • Within the project dissemination, information meetings were organized in Adana, Mersin, and Gaziantep and press meetings were held in Kocaeli, Trabzon, and Kayseri. 
  • A set of training sessions was given to the participants and students in the piloting institutions.
  • To encourage women, 5 female entrepreneurs who won the competition are granted monetary awards. The winner is awarded 15.000 TL, followed by the first runner-up with 10.000 TL, second runner-up with 7.500 TL and two Jury’s Special Award winners with 3000 TL each. The top-rated trainee on social media in the popular vote, which is held for the first time this year, won a 15.000 TL monetary award as a lifeline fund.
  • A needs and expectation analysis were conducted to the participant trainers and the findings were analyzed by independent statisticians. The monitoring processes of the project was completed.

As a critical action, “Women First in Entrepreneurship” project is implemented with the objective to increase women’s participation in the economy and improve their entrepreneurship capabilities. More than 26.000 women have been trained in information and communication technologies, and entrepreneurship in 20 provinces in the last two years thanks to this project. Women who received the training can turn their handicrafts into income by putting their products up for sale on oncekadin.gov.tr, a website specially created for them. Nearly 32.000 posts have been put up, and 200.000 TL worth of sales have been made on the digital store. The project reached 10.000 women in the first year and created an economic value of more than 15 million TL. In the second year, 16.000 more women have been reached, and nearly 43 million TL worth of economic value has been created with more than 26.000 female entrepreneurs.

In the second period of the project, 138 counselor teachers were determined from Adana, Kayseri, Denizli, Trabzon, Gaziantep, Erzincan, Mersin, Mugla, Kocaeli, and Sivas. 24-hour content including digital and mobile technologies, marketing, financial liabilities, communication skills, and entrepreneurship were prepared and 16 thousand 500 women were reached in 10 provinces by providing consultant teachers and students/trainees with training.

Planned Actions:

  • An independent group of researchers will conduct a monitoring and evaluation study to measure the success of the project. The results of the study will be presented to the project partners.
  • In the following period, the project contents will be uploaded to the e-learning platform of the MoNE so that more women can benefit from the entrepreneurship training modules.

Distance Education for Lifelong Learning Project

The project aims at providing channels for lifelong learning beyond borders and time concerning general, vocational and technical courses and seminars in distance education. To this end, the required infrastructure is to be constructed, the official framework and technological structure are to be organized. The sole purpose is to reach all strata of society by means of distance education programs to increase awareness regarding lifelong learning.

Specific Objectives of the Project:

  • Preparing a framework for lifelong learning by the General Directorate of Lifelong Learning;
  • Designing educational contents for the identified areas of courses;
  • Constructing the required technological infrastructure for the pilot mass education institutions about distance education;
  • Developing software to promote m-learning, mobile learning applications;
  • In order to gather data about the project studies, meetings to be held with the stakeholders via workshops and evaluation meetings;
  • Supplying video content to be broadcast in EBA Platform, Lifelong Learning TV.

Duration: 5 years (2016 – 2020)

Project Pace:

  • The project entitled “Distance Education for Lifelong Learning Project” was approved with the Government Investment Program 2016H020110 project number and published in the Official Newsletter in 2016. The project aims at providing channels for lifelong learning beyond borders and time concerning general, vocational and technical courses and seminars in distance education. To this end, the required infrastructure is to be constructed, the official framework and technological structure are to be organized.
  • The first budget phase was 300,000 TL and provided by the General Directorate for the use of 58 Public Education Centers to build up the technological infrastructure in 2016.
  • The project has a budget of 300,000 TL for 2017 investments. The budget concerned was allocated for 1 need analysis workshop, 1 distance education program and a content development workshop. 
  • The project has a budget allocation of 300,000.00 for use in 2017. In 2017, a needs analysis workshop, 1 distance learning program and a content development workshop were organized. In 2017, the following expenditures have been made with the current budget of 179.629,18. In addition, an increase of 6.788.27₺ from the 2017 budget has been criticized.

Activities Performed:

  • With the first slice budget of 300.000,00 in 2016, an average of 5.173,00 73 of appropriation transfer was provided to 58 public education centers determined by the General Directorate.
  • Distance Learning Needs Analysis Workshop was conducted.
  • Distance Learning Program and Content Development Workshop was held.
  • The project office was furnished.

Project Outcomes:

  • Technological infrastructures of non-formal education institutions were strengthened.
  • By carrying out the needs analysis workshop, deficiencies in the human resources and infrastructural capacities of our institutions were determined.
  • Through the program and content development workshop, the General Directorate personnel were informed about the "Distance Education” and the institutional capacity increase was realized in this area.
  • In order to ensure that the project activities are carried out in a healthy manner, the hardware and technology materials needed by the project team are provided.

The project of Accelerated Education Program for Protected Syrian Children Non-Formel Education

The aim of the project is to provide accelerated education programs for the protected Syrian children (3-6 ages) who are left outside the formal education to integrate them into the educational system in Turkey.

Duration: 2 years (2017 – 2019)

Budget: 7 Million Dollars

Project owner: General Directorate of Lifelong Learning

Actions Taken:

  • Educational Development Association work in cooperation with the Syrian educational experts to develop educational materials.
  • A group of Syrian and Turkish academicians (12 Turkish and 10 Syrian) evaluates these materials. Those materials were developed in line with the curricula of the various Arabic countries.
  • A need analysis report was prepared to unravel the equipment needs of the Public Education Centers.
  • A group of Syrian and Turkish academicians held a workshop concerning educational materials.
  • A workshop was organized to develop educational programs for the temporarily protected Syrian children.
  • Certain field trips were organized to analyze the needs of the trainers who will be participating in this project.
  • A questionnaire was developed to gather data about the accelerated educational program for the Syrian children.
  • Trainers and personnel were educated about the contents and objectives of the project in a two-day 16-hour course program.

Planned Activities:

  • Integration of the Syrian refugee students who are out of the formal education system (3-6 years) to the formal education system, 
  • Launch of the Accelerated Training Program,
  • With the Accelerated Training Program, it is aimed to integrate 50,000 Syrian children between the ages of 10 and 18 in the education centers of our provinces and districts in 12 years,
  • Program drafts will be prepared and revised and submitted to the approval of the Turkish Board of Education.

Fighting against Addictions Training Program 

TBM (TR: Türkiye Bağımlılıkla Mücadele), is a community that is based on a global training program model, by Green Crescent. The program aims to increase awareness throughout society particularly among children and teenagers about various types of addiction, such as tobacco, alcohol, substance, technology and prevent those addiction types by informing the target audience about the healthy way of living. 

The specific objective of the project: To provide preventive and protective services to people of different ages and status with the help of addictions and addictions to human life.

Activities Performed:

  • The pilot implementation of the project was carried out in Istanbul and training sessions were provided to 830 guidance teachers and approximately 60 thousand students through 41 formators in 5 addictive areas, 
  • Turkey Addiction Fighting Training course program has been prepared under the project. It also serves with the renewed interface of http://tbm.org.tr, which contains the materials of the project, has images and answers to every need. Within the scope of the project, the distance education portal and its contents are prepared and supported by distance education.
  • 704 guidance teachers have been given 25-hour trainers training. Practitioners training was given to 25,592 guidance teachers and 444 public education managers through the formators.

Activity Outcomes:

  • Prepared seminar programs suitable for each age group, 
  • The trainers' pool and a volunteer educator groups were formed throughout Turkey, 
  • Activities were carried out to raise awareness on tobacco, alcohol, substance, technology addiction and healthy life,
  • Studies on distance education applications were carried out and trainers were trained from the teachers working in institutions affiliated with GDoLLL,
  • According to the e-Common System data dated 28.12.2017, 72,730 courses have been completed and 2,728,307 people have received CPC training. According to RAM data, 13 million people, 11 million students, and 2 million parents received CPC training.

Planned Activities:

  • Within the scope of the dissemination activities of the project, 18 million students will be reached by continuing their CPC training in all provinces,
  • Completion of the training of approximately 8,000 guidance teachers (including private schools) and 2,000 teachers working in the public education center, who do not receive TBM training in the field,
  • Placement of the CPC gains into the curriculum,
  • Proposing CPC modules as a source book for teachers by the Board of Education,
  • Establishment of CPC Practitioner Training in the in-service training program of all newly appointed teachers,
  • In addition, CPC interactive content (digital content) can be integrated into the EBA system to make all materials of CPC modules compatible with smart board implementation

Literacy Campaign 

This project was designed for illiterate citizens. The target group is intended to be reached by means of I. Level Adult Literacy Courses and have them to receive education up to primary school education. The literacy campaign is carried out by the General Directorate of Lifelong Learning, under the auspices of the Ministry of National Education, and in the cities, the governor’s offices take the responsibility to sustain the project. The campaign commenced on 5 February 2018.
