Public institutions for adult education are managed by directors or by head teachers or unit heads if they are organized as organizational units. The function of the head teacher may also be performed by authorised representatives of the legal entities where the organizational unit is operating.
As adult education and operational managers, the members of the management staff are responsible for the organization of the adult education process, operational activities, the entire staff management policy of the institution, including determination of the number of teaching posts, the recruitment of new staff, in-service training, staff promotions or salary increases and disciplinary matters. Their appointment, status and conditions of service are governed by the same rules that apply for the management staff in kindergartens and schools.
Directors, assistants to directors, head teachers, and heads of organizational units have at least a higher education degree (equivalent to a second cycle degree), a proper teacher training, a teaching certification and at least five years of work experience, of which at least three years must be related to adult education.
