Organisations wishing to apply for Prospective Initiatives – Policy Experimentation projects are invited to submit paper applications to the Education, Audiovisual and Culture Executive Agency in Brussels.

NOTE the submission of proposals will take place in two steps: pre-proposal stage and full proposal stage.

The Deadline for submitting pre-proposal applications is 20 May 2014

The Deadline for submitting full proposal applications is 2 October 2014 (applicable only to successful candidates of the pre-proposal stage)

The Guidelines for Applicants explain how to complete and submit a proposal. Please read them carefully before filling in the application form.

Before starting your application:

  1. Read the Guidelines and the call for proposals carefully
  2. Applicants must have an ECAS (European Commission Authentication Service) account. If you already have an ECAS account, you may use this, if not, create an ECAS account. When you have created your ECAS account, return to this page

You are now ready to start the application process:

  1. Each organisation involved in your project must register in the Participants' portal and receive a Participant Identification Code (PIC). The PIC will be requested in the application form. To access the Participants' portal, you will need your ECAS username and password.
  2. Use the official application package and the correct application form for respectively the pre-proposal stage and the full proposal stage, using one of the official languages of the EU.
  3. Send your application as a package by express courrier by the deadline (the registered delivery receipt of the mail service serves as proof) to the following address:

  1. A scanned version of the signed application must be sent by e-mail immediately after posting the paper version of the application to:EACEA-Policy-Support@ec.europa.eu

1. Legal entity form

2. The Annual Balance sheet for the last two approved accounting periods (only for private organisations)

3. Profit and loss accounts (only for private organisations)

4. Financial capacity form  worden (only for private organisations)

5. VAT registration (when applicable)
