Forward-Looking Cooperation Projects

Forward-Looking Cooperation Projects (FLCPs) are trans-national co-operation projects aiming to identify, test, develop or assess innovative policy approaches that have the potential of becoming mainstreamed and giving input for improving education and training systems.

They provide in-depth knowledge on target group(s), learning, teaching or training situations and effective methodologies and tools that help policies to develop, as well as conclusions relevant for policy makers in education and training at all levels.

Forward-Looking Cooperation Projects aim at promoting innovation emerging from representative stakeholders in the field ("bottom-up approach").

Forward-Looking Cooperation Projects are implemented by key stakeholders with a proven record of excellence and state of the art knowledge, the capacity to innovate or reach a systemic impact through their activities and the potential to drive the policy agenda in the fields of education and training.

What does it support

The projects should lead to proven results in at least one of the following areas:

(i) Development and/or improvement of innovative actions in the fields of education and training in line with the call priorities;
(ii) Improved evidence and understanding on target group(s), learning and teaching situations and effective methodologies and tools that can inspire and stimulate innovation at system level ;
(iii) Evidence of potential long-term impact on education and training systems through the mainstreaming of advanced and innovative policy approaches developed by the projects;
(iv) European added-value through reinforced trans-national cooperation and mutual learning among major stakeholders.

Who can benefit from it

Eligible applicants are public and private organisations active in the fields of education, training and youth or other socio-economic sectors, or organisations carrying out cross-sector activities (e.g. recognition centres, chambers of commerce, trade organisations, civil society and cultural organisations, stakeholders networks, NGOs, education ministries, training providers, etc.). Natural persons are not eligible.

What support is available

The total budget available for the co-financing of projects under the current call is EUR 12.000.000.

Financial contribution from the EU cannot exceed 75% of the total eligible project costs.

The maximum grant per project is EUR 500.000.

Who can apply

Only applications from legal entities established in the following programme countries are eligible:

• the Member States of the European Union;

• the EFTA/EEA countries: Iceland, Liechtenstein, Norway;

• EU candidate countries: North Macedonia, Turkey and Serbia.

For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the project. If the United Kingdom withdraws from the EU during the project period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project on the basis of Article II.16.3.1 (a) of the Grant Agreement.

The minimum partnership composition requirement is 3 organisations representing 3 programme countries.

How to apply

1. Read the call for proposals.

2. Read the guidelines for applicants carefully.

3. Register as organisation in the Participant Portal and receive a Participant Identification Code (PIC) if you do not already have one.

All organisations participating in the proposal must have a PIC number. The PIC will be requested in the application form.

4. Use the official application form.

The link is provided in the How to apply section of the call for proposals.

5. Submit your application online before the specified deadline for the 2019 call (19 March 2019 - 12.00 noon CET).

Make sure you have received a confirmation email.

How are applications selected

All project proposals are assessed on the basis of:

a formal check to verify that the eligibility and exclusion criteria are respected;
a quality assessment to evaluate the extent to which the participating organisations meet the selection criteria and the project meets the award criteria. Such quality assessment is carried out with the support of independent experts.

The quality of eligible applications are assessed on the basis of the following award criteria:

Relevance of the project
Quality of the project design and implementation
Quality of the partnership and cooperation arrangements
Impact on policy development and dissemination

What happens if your application is selected

All applicants will receive a written notification of the outcome of the selection procedure. For applications that have been selected for EU co-financing the EACEA will contact the applicants if any further action is required before awarding the grant.

EACEA will prepare a grant agreement detailing the conditions and the level of co-funding.
