All project proposals are assessed by the Executive Agency, exclusively on the basis of the criteria described in the Erasmus+ Programme Guide.

The assessment is undertaken as follows:

• A formal check of the eligibility and exclusion criteria
• An eligibility check by the National Authorities on the declaration of the institution as HEI
• A quality assessment to evaluate the extent to which the participating organisations meet the selection and award criteria. Such quality assessment is carried out with the support of independent experts.

The quality of eligible applications will be assessed on the basis of the following criteria:

1. Adherence to the principles of the Erasmus Charter.
2. Quality of the application:
   
   1. Clarity and completeness of the answers. Clear justification in case a question is not relevant for the applicant organisation.
   2. The conformity of the mobility and cooperation agreements planned by the HEI with the Erasmus Charter principles.
   3. Clarity of the Erasmus Policy Statement and coherence between the institutional profile and priorities with the mobility and cooperation arrangements.
