The Agency
The EACEA (“the Agency”) is a European Commission Executive Agency established by the Commission's Implementing Decision 2013/776/EU. It operates by delegation of powers from the Commission(1) and its statute is governed by Regulation (EC) No. 58/2003(2). The Agency's parent Directorates-General within the Commission are DG for Education, Youth, Sport and Culture, DG for Communications Networks, Contents and Technology, DG for Migration and Home Affairs and DG for European Civil Protection and Humanitarian Aid Operations.
The Agency is responsible for the implementation of certain EU programmes in the fields of education, audiovisual and culture, such as Erasmus+, The Creative Europe Programme, Europe for Citizens, EU Aid Volunteers, actions in the field of higher education and youth falling under external cooperation instruments and their predecessors. The Agency's current mandate runs until 31 December 2024(3).
The Agency was established to enhance programme management and provide beneficiaries with a better service, in line with the principles of administrative governance adopted by the Commission.
As a legal entity, the Agency establishes an annual work plan and an annual activity report and has an operational budget of more than 600 Mio EUR per year.
In order to attain its objectives, the Agency has an internal structure consisting of 13 Units with a total of 466 staff members in 2017 (110 seconded officials/temporary agents and 356 contract agents).
The commonly used working languages in the Agency are English and French.

Job Description
Reporting to the Head of the "Information Systems" team, the selected candidate(s) will be responsible for the coordination and management of IT projects and services. He/she will be responsible for scoping, planning, executing and monitoring the projects to remain on schedule and within the defined budget and he/she will manage the relationship between technical teams and the business at project level.
As a Business Analyst, the successful applicant will analyse business processes and user requirements in order to deliver high quality software solutions based on a solid understanding of business needs, and he/she will initiate the design and implementation of technical solutions. One of the goals for this position is to introduce new, innovative solutions using a combination of existing IT systems and fast-track approaches.
He/she will contribute to the definition and the implementation of the ICT strategy, policies and procedures in response to business needs and in coherence with the internal control standards, the work programme of the Agency and the relevant priorities.
In particular, the successful candidate(s) will:
• Liaise closely with the operational units, to capture and understand their business needs and processes, and to identify opportunities for improving their operations through the use of IT
• Contribute to the definition, provision and management of high quality, cost efficient and effective IT solutions to address business needs
• Contribute to the streamlining and harmonisation of business processes
• Ensure the coherence of the solutions proposed and implemented locally with the corporate IT landscape
• Drive innovation (solutions, technologies, methods, tools)
• In respect of the corporate decisions, implement a sound and efficient IT Governance that delivers value
• Implement the use of the IT budget as set up in the Executive Agency's management plan, including the provision of IT tools (hardware, software, information systems and services) and user training and support
• Supervise contract performance (deadlines, specifications, expenditure, etc.)
• Guide and follow-up sub-contracted staff: work plan, workload, work organisation, schedules, priorities, review of deliverables
• Contribute to the planning and management of the activities of the staff of the unit, building opportunities for career development while maintaining and developing a strong service oriented culture
• Create and maintain a productive and mutually beneficial relationship with the Agency's institutional partners and clients, in the scope of the IT responsibilities
Qualifications and experience required
Eligibility criteria
Candidates will be considered eligible for this inter-agency selection temporary agent 2(f) grade AD on the basis of the following formal criteria to be fulfilled by the deadline for applications:
1. To be a temporary agent 2(f) who, on the closing date for applications and on the day of filling the vacant post, is employed within his/her current agency in a grade and function group corresponding to the published function group and grade (AD5/AD12).
This implies that the candidate possesses the minimum qualifications required by Article 5(3) of the Staff Regulations, applicable by analogy to the temporary staff pursuant to Article 10(1) of the CEOS (see point 5 in the annexed eligibility and selection criteria grid), and that the candidate is in compliance with the conditions referred to in Article 12(2):
• he/she is a national of one of the Member States of the Union and enjoys his/her full rights as a citizen;
• he/she has fulfilled any obligations imposed on him/her by the laws concerning military service;
• he/she produces the appropriate character references as to his/her suitability for the performance of the duties;
• he/she is physically fit to perform his/her duties;
• he/she produces evidence of a thorough knowledge of one of the languages of the Union and of a satisfactory knowledge of another language of the Union to the extent necessary for the performance of his/her duties;
2. To have at least 2 years’ service within his/her current agency before moving;
3. To have successfully completed the probationary period provided for in Article 14 of the CEOS, in the relevant function group.
Selection criteria

Essential qualifications and experience
• Professional experience of at least 6 years in the field of ICT
• Up-to date knowledge of IT technologies, standards and best practices for managing information systems development projects and IT services;
• Proven experience and results in system-wide and deep planning of an IT strategy for a medium-sized organisation with external networks and advanced data management requirements;
• Proven experience in leveraging IT technology for the needs of the organisation's core business;
• Proven excellent analytical capacities, with proven experience in business processes and business requirements analysis;
• Very good communication skills;
• Very good oral and written command of English.
Advantageous qualifications and experience
• Professional experience acquired in an international and multicultural environment;
• Good leadership qualities, among others, ability to inspire colleagues, to stimulate creative ideas, to encourage people, to set objectives and to give constructive feedback;
• Additional certification, studies and/or training relevant to the tasks listed in the job description;
• Familiarity with the European Union procedures and terminology, relevant to the position;
• Knowledge of European Union programmes in the field of the Agency's competences;
• Basic written and oral command of French.
Selection procedure:
A Selection Committee will be constituted, which consists of Chairperson Ricardo AGUDO VIVAS (Head of Unit EACEA), HR Representative, Nicole POUPART (Deputy Head of Unit EACEA), Mitch WARD (Deputy Head of Unit) and a member of the Staff Committee (to be confirmed)
The Selection Committee, assisted by EACEA HR, will assess the received applications in order to make an initial selection of those candidates meeting all eligibility criteria and matching best the selection criteria set out in the vacancy notice.
Following that assessment the best suitable candidates will be invited for an interview.

Recruitment conditions – Career
EACEA and the selected temporary agent 2(f) shall conclude an employment contract ensuring continuation of the person’s employment and career in the category of temporary staff 2(f).
That contract signed with EACEA shall be concluded without interruption of the contract finalised with the agency of origin (‘the preceding contract’) and shall fulfil the following requirements, in particular:
a) the same grade and the same seniority in the grade as the preceding contract;
b) the same step and the same seniority in the step as the preceding contract.
The ending date of the contract to be signed with EACEA and that of the preceding contract shall be the same. If the contract with the agency of origin was for an indefinite period, the member of temporary staff 2(f) shall also be engaged by EACEA for an indefinite period.
In the event that the preceding contract comes to its natural end on the day of the move, the duration of the contract concluded in accordance with paragraph 1 shall be the same as that EACEA would have set in case of a renewal of contract of one of its own temporary agents 2(f).
The selected temporary agent 2(f) shall take up duty in EACEA in principle three months after the job offer, unless it is otherwise agreed between the two agencies and the staff member concerned.
Please note that temporary agents shall be required to demonstrate before their first promotion the ability to work in a third official language of the EU.

The payment of staff members consists of a basic salary supplemented with specific allowances, including expatriation or family allowances. Appeals
