Type: Negotiated procedure for a contract with a low value not exceeding EUR 60 000 (Art. 137(1) RAP)

The objective of the present call for tenders is the provision of Business Information Services (including Financial Data) to the Education, Audiovisual and Culture Executive Agency (EACEA).

Description of the services to be contracted

The Contractor will be requested to provide detailed information on companies or entities worldwide and across all activity sectors. This will include more specifically:

• Legal name of company or entity
• Trade name
• Complete address
  • Street name
  • Number
  • Postal code
  • City/municipality
  • Country
• Other companies or entities at the same address
• Telephone/fax/electronic mail address
• National ID number
• VAT number
• Names of directors/senior managers
• Type of business according to Standard Industrial Code (SIC)
• Number of employees
• Whether the company or entity is active or not
  • If not: reason why activity has ceased
  • Liquidator, name and address
• Start date of the company or entity
• If ceased: end date of the company or entity
• Public record information (attachements, convictions, sentences, fines…)
• Financial information
• Balance sheet: the 3 most recently published balance sheets
• Profit and loss accounts: the 3 most recently published accounts
• Ratings or credit reports
• Details of directors/senior managers (when legally authorized)
  • Name, address
  • Birth date
  • Involvement in other companies or entities
• Shareholders & Stakes
• Corporate structure
• Connections with other companies or entities
• Language
• Last update of the data in the report

Professional, financial and technical capacity requirements

The tenderer must be able to meet the following minimum selection criteria:

1. Professional capacity

The tenderer must be authorised to perform the contract under national law, as evidenced by inclusion in a trade or professional register, or a sworn declaration or certificate, membership of a specific organisation, express authorisation, or entry in the VAT register.

2. Financial capacity

The tenderer must demonstrate sufficient economic and financial resources to be able to execute the tasks within the requested time schedule and according to the payment schedule which will be specified in the call.

3. Technical capacity

The tenderer must have at least 5 years' experience of direct relevance to provision of services covered by this call for tenders and must count among its customers large size companies and/or international organizations.  The tenderer must have at its disposal the expertise and the adequate resources( technical and human) to deliver the services covered by this call.

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in the present call for tenders

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.
The EACEA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, EACEA’s procurement procedures are not open to tenderers from GPA countries.
