Un appel d’offres est émis aux fins de l’achat de services ou de travaux spécifiques. Les appels d’offres porteront très souvent, mais pas uniquement, sur des études.

Les appels d’offres sont soumis à la législation régissant les marchés publics, et les produits et les éléments livrables achetés à la suite d’un appel d’offres appartiennent à la Commission.
