The Key Activity of Policy cooperation and innovation in Lifelong learning is supporting policy development and cooperation, notably in the context of the Lisbon process and the Education and Training 2010 work programme, as well as the Bologna and Copenhagen processes and their successors.

Its objectives are to achieve comparative analyses of educational systems in the EU, with a view to ensuring an adequate supply of comparable data, statistics and analysis to underpin lifelong learning policy development, as well as to monitor progress towards objectives and targets in lifelong learning and to identify areas requiring particular attention.

This activity has a transversal approach, covering a large range of topics and actions at different levels of education and training. These actions include, for example, support for thematic networks of experts or institutions, mobility of individuals, studies, and support for specific institutions active in the field of Lifelong Learning.

The activities of the Action include comparative studies and research, research networks and research conferences as well as publication and dissemination of results.


European Qualification Framework (EQF)

The European Qualifications Framework (EQF) is a translation grid for qualifications around Europe. It has two principal purposes: (1) to promote mobility between countries, and (2) to facilitate lifelong learning. Both are indispensable for achieving more and better jobs and growth, as Europe faces the challenges of becoming an advanced, knowledge-based economy.

Support for European cooperation in Education and Training (ECET)

The development and implementation of coherent and comprehensive national lifelong learning strategies is a crucial issue within the Education & Training Open Method of Coordination, which is the framework for European cooperation supporting national reforms in education and training.
Member States committed themselves to putting in place coherent and comprehensive national lifelong learning strategies by 2006. The last joint progress report of the Council and of the Commission on the implementation of the Education & Training 2010 work programme adopted in February 2008 pointed out that, on the one hand, most countries have made progress in defining unified and overarching strategies. On the other hand, the joint report also stressed that implementation is still a great challenge for lifelong learning strategies in most countries.  Implementation needs to be carried out at the national and regional levels.


Europass

Europass is an initiative which enables citizens to present their qualifications and skills in Europe. It aims at improving the transparency of qualifications for lifelong learning purposes, facilitating in this way occupational mobility across the European Union.
Europass portfolio documents are managed and promoted by a network of National Europass Centres (NECs), designated by the EU Member States. The EACEA, under the guidance of DG EAC, is responsible for the management of the operational grants related to the work of National Europass Centres.

Euroguidance

Euroguidance is a network of resource and information centres, established by the European Commission, which aims to promote the European dimension in guidance activities and to provide quality information on mobility in order to support transnational mobility of people in education and training across the European Union.
The EACEA under the guidance of DG EAC is responsible for the management of the operational grants related to national Euroguidance centres.

Indicators

This action is specifically targeted at sectors / areas where data collections already exist or EU surveys are planned, and aims at further developing and submit to the Council strategies in the indicator areas of efficiency of investment, ICT, mobility, adult education, teachers and trainers, vocational education and training, social inclusion and active citizenship.

It is a special action belonging to the so-called monopoly actions addressed to Ministries and related bodies, which as potential beneficiaries, are invited to submit a grant application at specific times.


The NARIC Network

The NARIC network is an initiative of the European Commission and was created in 1984. The network aims at improving academic recognition of diplomas and periods of study in the participating countries of the Lifelong Learning Programme (LLP).
The EACEA is responsible for implementing the invitation addressed to the NARIC network for the co-funding of specific projects that support their activities.

Eurydice

The Eurydice Network provides information on and analyses of European education systems and policies. It consists of 35 national units based in all 31 countries participating in the EU's Lifelong Learning programme (EU Member States, EEA countries and Turkey) and is coordinated and managed by the EU Education, Audiovisual and Culture Executive Agency in Brussels, which drafts its publications and databases.
