Jean Monnet – Key Activity 3 – Structural support

Call for proposals EACEA/30/12 - "Jean Monnet programme support for European Associations active at European level in the field of European Integration and Education and Training."

Purpose and Objectives

The Call for proposal aims at the selection of organisations for the conclusion of annual operating grant agreements covering the budget year 2013. It does not concern organizations that have concluded a Framework Partnership Agreement with the Education, Audiovisual and Culture Executive Agency for 2011-2013.

The purpose of this Call for proposals is to support European Associations in the fields of education and training active in:

• European integration subjects and/or
• Pursuing the objectives of the European Education and Training policy.

In the implementation of Key Activity 3 of the Jean Monnet programme, the specific objectives of this call for proposals are:

• to support high-quality European Associations contributing to increasing knowledge and awareness on the European integration process through education and training.
• to support high-quality European Associations contributing to the implementation of at least one of the strategic objectives of the strategic framework for European cooperation in education and training ("ET 2020").

The call for proposals has been published in the Official Journal of the European Communities on the 21/09/2012 (OJ C285/08).

Guidelines for Applicants (+ annex to the guidelines)

The guidelines for applicants supplement the call text by providing more detailed information on the call and they explain in particular the funding modalities and submission procedure. The annexes to the guidelines aim to give a detailed description of the points that should be covered in the description of the detailed work programme (Annex 1) and provide an overview of the assessment grid (Annex 2).

Applicants from countries outside the Euro zone must use the conversion rates published in the Official Journal of the European Union, series C, on the date of publication of this call for proposals.

Deadline for submission of the application

Applications must be submitted at the latest at 12:00 p.m. (mid-day Brussels time) on 15 November 2012. After this date, the on-line application system will be closed until the next application phase.

1.2  Fill in and submit the eForm and annexes

Once you have downloaded the eForm you must complete all of the data fields. In addition, you must complete and attach annexes 1 and 2 before the submission:

If you experience a technical problem when submitting your application this must be reported to the EACEA by e-mail (eacea-helpdesk@ec.europa.eu and EACEA-P2-ASSOC-EUR@ec.europa.eu) before 12.00 p.m. (mid-day Brussels time) on 15 November 2012.

Technical problems reported after this time will not be accepted as justification for the late submission of applications.

We advise applicants not to wait until the last moment before submitting their application on-line.

Reminder: The present call for proposals offers the opportunity for beneficiaries to apply either for Flat Rate based financing or for Budget based financing. An applicant body may submit only one type of application.

STEP 2 : Electronic Version to be sent via Email

In order to safeguard the interests of the applicant and the Agency and in order to enable the submission of additional required information/documents, a complete electronic version of the Application File must also be sent by email by the deadline of 15 November 2012 to the Agency at the following address: EACEA-P2-ASSOC-EUR@ec.europa.eu

The paper Application file is composed of:

• a pdf version of the submitted Electronic Application form (eForm);
• a pdf version of the duly signed Declaration of honour;
• a pdf version of the duly signed  legal entity form;
• a copy of the organisation’s duly registered articles of association; furthermore the statutes and the extract from the official gazette/trade register for the minimum member association must be provided. For private individual institutions (e.g. schools and universities) that are part of the minimum members (European Association Category 2) please provide statutes and proof that they are not for profit organizations;
• a pdf version of the duly signed financial identification form (bank details form);
• a pdf version of the duly signed and stamped detailed budget (form for a Budget based application or grant calculator for a Flat Rate application);
• organisations which are not public bodies applying for a grant above EUR 60 000 are required to provide a copy of the official annual accounts (balance sheet and profit and loss accounts) for the last financial year certified by an external approved auditor;
• an activity report covering the period of 2011 and the first semester of 2012;
• CV's of the key persons working for the European Association;
• the organization chart of the applicant association.

Grant agreement models:

Please note that the standard grant agreements of the Agency are currently under revision due to the entry into force of the new Financial Regulation and its Rules of Application as from 1 January 2013. For this reason they are not yet annexed to the call. The Agency will publish the draft grant agreements related to this call as soon as possible and, in any event, in due time before the deadline for the submission of proposals.

Please note also that the other documents available to you are already in line with the new provisions. The Agency reserves, however, the right to introduce changes or additional details subject to the adoption of the final text of the Financial Regulation and Rules of Application. In this case the changes will be announced in due time before the deadline of the call.
