Jean Monnet – Key Activity 3 – Structural support

Call for proposals EACEA/26/11 - "Jean Monnet programme support for European Associations active at European level in the field of European Integration and Education and Training."

Purpose and Objectives

The Call for proposal aims at the selection of organisations for the conclusion of annual operating grant agreements covering the budget year 2012. It does not concern organisations having concluded a Framework Partnership Agreement with the Education, Audiovisual and Culture Executive Agency for 2011-2013.

The purpose of this Call for proposals is to support European Associations in the fields of education and training active in:

  • European integration subjects and/or
  • Pursuing the objectives of the European Education and Training policy.

In the implementation of Key Activity 3 of the Jean Monnet programme, the specific objectives of this call for proposals are:

  • to support high-quality European Associations contributing to increasing knowledge and awareness on the European integration process through education and training.
  • to support high-quality European Associations contributing to the implementation of at least one of the strategic objectives of the strategic framework for European cooperation in education and training ("ET 2020").

Guidelines for Applicants (+ annex to the guidelines)

The guidelines for applicants supplement the call text by providing more detailed information on the call and they explain in particular the funding modalities and submission procedure. The annexes to the guidelines aim to give a detailed description of the points that should be covered in the description of the detailed work programme (Annex 1) and provide an overview of the assessment grid (Annex 2).

Applicants from countries outside the Euro zone must use the conversion rates published in the Official Journal of the European Union, series C, on the date of publication of this call for proposals.

Deadline for submission of the application

Applications must be submitted at the latest the 30 November 2011 at 12:00 CET. After this date, the on-line applications system will be closed

warning Please note that the deadline for submission of the applications is 30/11/2011, as stipulated in the Call for proposals and in the Guidelines.

Therefore, do not take into account the date mentioned in the E-form Application (15/11/2011).

Please also note that the application form is to be used for the Call for proposals EACEA/26/11. Therefore, please do not take into account the number  mentioned in the E-form Application EACEA/24/10.

The Executive Agency has developed an on-line submission tool

For this call for proposals, applicants are required to send their applications using the online grant application electronic form (eForm). This version (including its annexes) is regarded as the main version/master copy. Please print, sign, scan and attach the signed Declaration of honour and attach the Budget form (Budged based or Flat rate grant calculator) and send the whole set on-line.

STEP 2 : paper version

In order to provide safeguard of interests of the applicant and the Agency and in order to submit additional required information, a complete  paper version of the Application File must also be sent by postal mail by the deadline of 30 November 2011 to the Agency to the address below:

The paper Application file is composed of:

  • a print-out of the electronic form (eForm)
  • a duly signed Declaration of honour
  • a copy of a budget form (Flat rate or Budget based on eligible costs)
  • the legal entity form
  • a copy of the organisation’s duly registered articles of association; furthermore the statutes and the extract from the official gazette/trade register for the minimum member association must be provided. For privat individual institutions that are part of the minimum members (European Association Category 2) please provide statutes and proof that they are not for profit organisations.
  • the financial identification form (bank details form)
  • the copy of the official annual accounts for the last closed financial year )
  • an activity report for the last financial year available
  • CV's of the key persons working for the European Association
  • the organisation chart of the applicant association
