Introduction

Making lifelong learning a reality is a core objective of the Strategic framework for European cooperation in education and training ("ET2020") Member States committed themselves to putting in place coherent and comprehensive national lifelong learning strategies.

The 2008 and the 2010 joint progress reports of the Council and of the Commission on the implementation of the Education & Training 2010 notice progress in the majority of Member States in developing lifelong learning policies. However, while all EU countries recognise lifelong learning "from cradle to grave" as a key factor for growth, jobs and social inclusion, the implementation and further development of coherent and comprehensive lifelong learning strategies remains a critical challenge. Efforts need to be stepped up at the national, regional and local levels in order to show real impact and direct benefit for individual learners. As 2010 is the European Year for Combating Poverty and Social Exclusion this call particularly addresses lifelong learning for social inclusion.

This Call for proposals is divided in two distinct parts: 

Part A - Raising national awareness of lifelong learning strategies and of European cooperation in education and training

Part B - Support for transnational cooperation in the development and implementation of national and regional lifelong learning strategies
