Results of the selection Lifelong Learning Programme / Sub programmes (Comenius, Erasmus, Leonardo da Vinci, Grundtvig) selection 2009 - Call for Proposals DG EAC/31/08
The Executive Agency has adopted the lists of selected projects on 6 July 2009 (Decision EACEA/PR-INF/2009-11). These lists of applications selected for funding and in reserve, are provided below.
The Executive Agency will inform all applicants participating in this call for proposals in writing about the detailed results of the evaluation of their applications. This information, including specific comments based upon the opinion of external experts, will be communicated individually to both successful and unsuccessful applicants. At the same time the Agency will invite those applicants whose application has been selected to complete the formalities necessary for the preparation of grant agreements.
The instructions for applicants and the information below specify that successful applicants must submit all documentation within a period of 10 days from the date of receipt of the notification letter. However, if the deadline falls within the holiday period for the applicant organisation, it may be possible to extend the period provided that the applicant contacts the Agency as soon as possible (via the Helpdesk e-mail addresses on the bottom of this page.). In any case, as the finalisation of the grant agreements depends on the documentation arriving and being processed, all information must be received by the Agency by 15 September at the very latest.

Information notice for Applicants under Key Activity 3 (ICT)
Due to a particularly high level of demand for grants under this action, the selection is taking a few weeks longer than anticipated. Results are not likely to be finalised and notifications sent until August. The deadlines for submission of documents required for the preparation of grant agreements will be adjusted to reflect the summer period.

Deadline 31/03/2009: LLP Transversal Programme
Some applicants have encountered difficulties submitting their applications in the last days before the deadline. The Agency is taking contact over the coming days, with each applicant who has sent a notification of a problem with a view to having their application confirmed. For certain technical problems this process may involve some further work on the part of applicants: in this event additional time, to 17th April, will be granted to ensure that all applications are submitted completely.
Applicants encountering difficulties with the submission of their eForms should contact the External Helpdesk (eacea-external-helpdesk@ec.europa.eu) with full details of the problem they are encountering and a note of the Key Activity under which they are making an application. Please provide full contact details (e-mail and telephone number) also. Deadline 27/02/2009: LLP Subprogrammes
Some problems were encountered by a minority of applicants who had difficulties submitting their applications in the last days before the deadline. The Agency is taking contact individually, over the coming days, with each applicant who has sent a notification of a problem with a view to having their application confirmed. For certain technical problems this process may involve some further work on the part of applicants: in this event additional time, to 16th March, will be granted to ensure that all applications are submitted completely.
Deadline 31/03/2009: LLP Transversal Programme
The Agency is reviewing the specific difficulties encountered by applicants for the Sub-Programmes. Specific instructions and advice for applicants under the transversal programme will be published on this website in Mid-March in addition to the current FAQs. Applicants are advised to use the latest version of the eForm, to consult both the User Guide and the FAQs, to test the submission process using the test form available below and to return to this site regularly for updates between now and the deadline.

LLP Sub-programmes deadline extension: We are aware that a small number of applicants have encountered difficulties submitting their applications. The Agency external helpdesk will provide specific instructions on a case by case basis, inluding, where necessary, additional time to enable applicants to complete their applications appropriately. Applicants who have not been able to submit the eForm must contact the helpdesk (eacea-external-helpdesk@ec.europa.eu) before the deadline 17h00 CET, with an explanation of their problem. They will receive written instructions according to the problem identified.
Information Update: 25/02/2009
- A new version of the Test eForm is available (version 1.01). This version corrects a bug relating to attachments. This test form allows applicants to ensure that their local system is configured correctly to enable the online submission to take place.
- The budget tables have been replaced to correct an error in the subsistence rate for Ireland.

Introduction

A single document containing instructions for submission, details of the assessment procedure (including Award Criteria and scoring mechanisms) detailed advice on completing the various parts of the application form and budget tables and the tables showing the maximum subsistence rates for travel.

- Part 1 Application form: Adobe form that is downloaded to your local computer, completed and then submitted electronically.

Version 1.05 of the eForm includes the following corrections:
Section C3: Correction of a bug that prevented some applicants from including supporting texts for priorities.
Applicants who have started using older versions of the eForm have a choice:
- they use version 1.05 and copy their existing texts into the new form
- they complete their application using the previous version, select the correct priorities, but use the fields below (horizontal priorities) to provide their justification
Either of these solutions is acceptable.
For the attention of applicants submitting an application for Erasmus Networks
Applicants to Erasmus Academic Networks (or Erasmus Structural Networks involving a high number of partner organisations) may encounter difficulties in inputting large volume of data into the eForm.
They should therefore contact the Executive Agency (EACEA-ERA-NETWORKS@ec.europa.eu) before starting the inputting of data into the eform in order to get technical support for the preparation of their proposals.

Version 1.04 of the eForm includes the following corrections:
Section A1: Update of regional codes to include those that were missing
Section B3: small increase in the field sizes
Section C1: Correction of the field length for the summary of the project (2000 characters max).
Applicants using older versions of the eForm should edit their summary accordingly. Applicants who submit applications with longer summaries may be asked to reduce the text if the application is approved.

Test eForm: 
This form contains a small number of questions and functions. It has been designed to help applicants understand how the main fields in the eForm work and also to ensure that their own software and internet connection allow an application form to be submitted. It is NOT mandatory to use this form, it is provided as a help tool for applicants who are using electronic submission for the first time.

These are standard Excel tables containing details of all planned expenditure and revenues as well as a Gantt chart summarising the work packages. These tables, once completed are to be attached to the eForm (above)
- Part 3 Declaration Of Honour By Legal Representative Of Applicant Organisation:
This has to be downloaded, completed and signed. The declaration should then be scanned and attached to the Application Form
 
- Part 4 Legal Entity Form: a pdf document to be completed, signed, scanned and attached to the Application Form. The Form must be downloaded from http://ec.europa.eu/budget/execution/legal_entities_en.htm
- Part 5 List of Associated Partners: an Excel document for use ONLY by consortia that include the input of organisations that are not full members of the project team (Associated / Silent / Ineligible partners)

Applicants will be required to submit 1 original of parts 1, 2, 3, 4 and, where relevant, 5 by electronic submission. This is considered to be the original form. As a back-up, as this is the first time the eForm is used widely, applicants should also submit one copy by e-mail and 1 copy by mail.
Notification of results and contractualisation
All applicants will receive a written notification of the outcome as well as feedback on the evaluation of their application.
Applications that have been selected for co-financing will receive an explanation of the action required to complete the contractualisation procedures. A strict deadline of 10 working days will be imposed on the provision of the additional documentation required. Where possible reserve lists will be drawn up.

Model Grant Agreements

For private bodies, if a financial guarantee for pre-financing is required, an additional article is included in the grant agreement:
I.4.5. The payment of the pre-financings amounts specified in article I.4.1 and I.4.2 (if applicable) are conditional on the beneficiary producing a financial guarantee equivalent to the aggregate amount of prefinancing to be paid.
