eForm feedback - 21 May 2008
The Agency is currently working on an analysis of the eForm pilot that was undertaken for the submission of KA3-ICT applications during the 2008 LLP Call for Proposals. We are equally interested in the opinions of applicants who successfully made a submission using the eForm and those of applicants who opted to use the Word alternative.
Please download and complete the questionnaire below and return it by e-mail to eacea-llp@ec.europa.eu.
Please note: applicants are not obliged in any way to provide feedback, and whether you chose to participate or not in this user survey will have no impact on the outomes of the selection.

Information Update – 19th March 2008
Pilot eForm
Certain users have been encountering difficulties relating to the PDF version of the eForm as well as printing and submitting the eForm. Therefore, contrary to what is indicated in the Information Update of 7 January 2008, applicants are no longer obliged to use the eForm and may, instead, make a paper submission using the Word template provided below.
Applicants who opt to use the Word template, must submit their applications in accordance with the instructions for submission relating to KA1, KA2 and KA 4 of the Transversal Programme (1 paper original of parts 1, 2 and 3 of the application package + 3 paper copies of parts 1, 2 and 3 of the application package + 1 electronic version of Parts 1, 2 and 3 sent to eacea-LLP@ec.europa.eu).
The Word template is available. Please click here |

Information Update - 13th February 2008
eForm - Transversal Programme Key Activity 3 (KA3) Projects and networks
Applicants will have access to the eForm for at least 4 weeks before the deadline on 31st March 2008. If you would like to receive an e-mail notification when the eForm becomes available, please send a request to the ICT Helpdesk (see link at the foot of this webpage).
As the content of the e-Form is the same as the content of the word form that is available for the other strands of the LLP, applicants should use the word version of the application form to plan and draft the content of applications, paying close attention to the maximum length of answers (character limits) and ensuring that all consortium partners provide the information required to complete Section 2 of the form. Once the eForm becomes available applicants will be able to copy content drafted from a word processing or notebook package and paste it into the form. Part 2 (Gantt chart and detailed budget) and Part 3 (declaration of honour) of the application package are identical in all respects to those of the other parts of the programme; they can therefore be completed fully at this stage.
To help avoid problems when you upload your draft into the eForm, please take into account the following format issues:
- All character limitations include spaces (so "limit 2000 characters" means the text should have no more than 2000 characters including the spaces).
- In drafting texts do not use any layout: the eForms cannot capture bullet points, underlining, graphs etc. Application forms should therefore contain text only.
- Do not use separators (for ex. commas, dots) for numbers (write 10000 rather than 10,000). For telephone numbers use the format +123456789 also without separators
- Use the format dd/mm/yyyy for dates (26/07/2008 for 26 July 2008)

Introduction
This page provides access to all the documentation needed to make an application under the Centralised parts of the Lifelong Learning Programme (LLP). At the time of publication, certain documents are still being finalised.
For applicants interested in decentralised Actions, please contact the relevant National Agency for your home country and for the Action that interests you. The contact details may be found in the Guide for Applicants on the Commission's website:
http://ec.europa.eu/education/programmes/llp/national_en.html
Simplification
For 2008, two measures for simplification are being introduced for applications to the Agency for the Sub Programmes and the Transversal Programme:
- On-line applications
Applications for selected parts of the LLP must be submitted on the official electronic application form (eForm). A full handbook and helpdesk service will be available. All other applications must be submitted on paper following the instructions that will be provided.
- Two-phased application
The application procedure is divided into two phases:
- PHASE I: Submission of proposals – All applicants
(Deadlines vary depending on the specific part of the programme applied for - see below, Call Part II Annex IV)
- PHASE II: Submission of additional documents - Pre-selected applicants only
(deadline: maximum 10 working days following the request of the Executive Agency)
The two-phased application procedure has been introduced to ensure that only applicants whose proposals have been pre-selected by the Agency, with the help of a team of independent experts, need to supply the documentation required for the decision and contractualisation procedures. This approach ensures that:
- at the time of application, all applicants supply only the information that is required to establish basic eligibility, input data necessary for limited administrative and statistical purposes and enable experts to review their proposal in the light of the published award criteria
- applicants who pass into Phase II are notified quickly and are able to provide the documentation required to complete their files
- applicants who do not pass Phase I will be aware of their situation as early as possible.

The application procedure phase II (pre-selected applicants only)
Applications that have been pre-selected for co-financing will receive a written notification that explains the action required to complete the second phase of the application procedure. A strict deadline of 10 working days will be imposed on the provision of the additional documentation required:
- Letter of Intent from each organisation involved in the consortium (one for each partner in the consortium):
 FR version: 08/02/2008
