Erasmus Mundus is a cooperation and mobility programme in the field of higher education that aims to enhance the quality of European higher education and to promote dialogue and understanding between people and cultures through cooperation with third countries. In addition, it contributes to the development of human resources and the international cooperation capacity of higher education institutions in third countries by increasing mobility between the European Union and these countries.
This Call for Proposals aims to support projects under Action 2 and Action 3 of the programme:
Action 2: Erasmus Mundus Partnerships
Action 3: Promotion of European higher education
This Call for Proposals will not select Action 1 Joint Programmes.
Deadline for submission of applications under both Action 2 and Action 3: 15 April 2013

On 18 January 2013, this document was amended on page 23. The modification concerns Lot 16 (Brazil), section 5.4.1.10, point c. Type of mobility and distribution, notably the percentage of Full and Sandwich Doctorates.
On 22 February 2013, the following modifications were made regarding Action 2:
Proposals submitted under Action 2 must use this version of the Guidelines, and the corresponding budget form (see below).
The Programme Guide contains all general information including the conditions on how to apply for funding. This is a new edition, dated December 2012.

Electronic application form (eForm)
The electronic application form is now available for completion and submission on-line. All applicants under Actions 2 and 3 are required to submit their application on-line. Before you start to fill in your electronic application form please print and read the instructions for applicants.

Full application procedure
Step 1 - Download the electronic form (eForm).
Download the eForm from the eForm page. Here you will also find an eForm User Guide on the technical aspects of completing the eForm.
Step 2 - Fill in the eForm
Step 3 – Attach completed versions of the attachments within the eForm. You will find templates for all attachments in the section further down this page.
Step 4 – Submit the eForm on-line.
! 12.00 midday CET on Monday 15th April 2013 is the deadline for submission.
Step 5 – Send by registered mail a paper copy identical to the electronic submission (including attachments) to the address given in the Call for Proposals.
The completed eForm and its attachments should not be sent by e-mail to the Agency's mailbox. Any e-mail that contains the eForm and attachments, which is sent to the Agency's mailbox will be disregarded. All relevant annexes related to your proposal must be uploaded within the eForm before submission.
The following four documents will need to be completed and attached to the eForm when available:
Please note that the standard grant agreements of the Agency are currently under revision due to the entry into force of the new Financial Regulation and its Rules of Application as from 01 January 2013. For this reason they are not yet annexed to the call. However, please note that the other documents available to you are already in line with the new provisions and provide you with all the necessary information to prepare your application.
In the meantime please find the 2012 version of the grant agreement for information purposes.
In the interests of transparency, the Agency makes available on line the manual used by experts during their assessment of proposals.
