Deadline extension !
The submission deadline has been extended! The new submission deadline is Wednesday 4th November 2009 at 12h00 (midday) CET.
We remind you that applications must be submitted both ONLINE and ON PAPER (date as marked in the postmark) within this new deadline.

Application procedure

The Executive Agency has developed a new on-line submission tool.

Please read the instructions on how to apply with the new electronic form (referred to as the "eForm" below).

You will find hereunder all relevant documents for the Strand 2.

Step 1 - Download the new electronic form (referred to as the "eForm" below).

Culture Application eForm is for Strand 1.1 and Strand 1.2.1 only!, for Strand 2 please use the "Application eForm for an operating grant agreement (2010)!"

You need to have the Adobe Reader version 8.1.5 or higher installed on your computer in order to able to download and complete the eForm. If you don't have it on your computer, please click here to download the latest version of Adobe Reader.

Step 2 - Fill in and submit the eForm

In order to fill in your application eForm properly:

- please read carefully the Instructions for applicants. pdf en pdf 22/10/2009
It contains useful information concerning the content of your application.

The following annexes will have to be attached to the e-forms and submitted on-line at the same time:

1/ the signed Declaration of honour (you should sign, scan and attach the document): pdf enfrde

the Automatic Grant Calculator for the relevant category:

Then submit your application eForm on-line before 01/11/2009 12:00 CET


Step 3 - Send the paper version of your application to the Executive Agency.

Send before 01/11/2009 your application package (printed copy and additional documents) to the Executive Agency containing:

1/ an official cover letter signed by the legal representative of the applicant organisation

2/ one printed copy of the submitted eForm (with application reference)

3/ One copy of each printed annex to the eForm (the signed Declaration on the honour and either the Budget form or Automatic Grant Calculator)
Add the following annexes (which therefore can only be submitted in paper version):

4/ An activity report covering the past two years (this a free document and no model is provided by the Executive Agency)

5/ The Curriculum Vitae of the person(s) responsible for the implementation of the work programme of the organisation

6/ The Legal Entity Form
For legal entities governed by public law: a copy of the official document attesting to the establishment of the public-law entity, such as the legal instrument, statutory decree or decision
For legal entities governed by private law: a copy of the official document attesting to the establishment of the private law entity, such as official journal or trade register (this document must show the name, address and registration number of the private-law entity), a copy of the certificate of liability to VAT (in countries where the trade
register number and the VAT number are identical, only one of these documents is required) and the articles of association

7/ The Financial Identification Form

8/ A copy of the official accounts of the applicant organisation for the last financial year for which the accounts have been closed (Balance sheets and Profit and Loss accounts)

9/ If the amount of the requested operating grant is EUR 100 000 or more: an audit report produced by an approved external auditor, certifying the accounts for the last available year (this is a free document and no model is provided by the Executive Agency). NB. This requirement does not apply to public organisations and international organisations under public law, to establishments of secondary or higher education.

10/ All promotional material you find useful to illustrate the activities of the organisation.

You must send all the documents by post mail at the latest on 01/11/2009 (date as marked in the postmark) to the Executive Agency, at the following address:

Question concerning the content of your application or the rules which are applicable within strand 2

You must first refer to the Programme Guide , which is the reference document for submitting an application and to the Instructions for applicants (see above).

- If you still have a doubt or question, please contact the Cultural Contact Point for your country, who can provide valuable information and assistance.

Please note however that the Executive Agency is not authorized to answer to queries relating to the content of your application.

Information concerning Montenegro:

Montenegro will participate to the Culture Programme (2007-2013) as from 01/01/2010 onwards on the condition that a Memorandum of Understanding concerning the participation of Montenegro to the Culture Programme is signed by Montenegro and the European Union. This signature is envisaged for autumn 2009. Please refer to this website to have an update on this item.

Under the condition that the Memorandum of Understanding is signed by both parties and enters into force on 01/01/2010, organisations having their registered legal seat in Montenegro will be eligible under the Culture Programme as from 01/01/2010.

In the meantime, applications sent by organisations having their registered seat in Montenegro and starting as from 01/01/2010 will be provisionally considered eligible for the next deadlines of strands 1.1 and 1.2.1 (01/10/2009) and strand 2 (01/11/2009).
