Due to technical problems encountered with our server the submission deadline has been extended for one day. The new submission deadline is Friday 2 October at 12h00 CEST.
For any technical problems encountered with the electronic submission please contact for guidance the External Helpdesk (Phone: +32 229 90705) (Email firstname.lastname@example.org).
In order to limit the technical problems we advise you to submit your application the soonest possible during the next 24 hours.
The paper submission of the application package is also extended to the 2nd of October (date as marked in the postmark).
We remind you that only the submission through the on-line application will be accepted.

The Executive Agency has developed a new on-line submission tool.
Please read the instructions on how to apply with the new electronic form (referred to as the "eForm" below).
You will find hereunder all relevant documents for the Strand 1.1.
Download the eForm: Please download from the eForm page the relevant eForm for the Culture Programme.
You need to have the Adobe Reader version 8.1.5 or higher installed on your computer in order to able to download and complete the eForm. If you don't have it on your computer, please click here to download the latest version of Adobe Reader.

In order to fill in your application eForm properly:
- please read carefully the Culture eForm User Guide.
It contains useful technical information.
The following annexes will have to be attached to the e-forms and submitted on-line at the same time:
1/ the detailed description of the project, in word or pdf format. This is a free document.
2/ the signed Declaration of honour (you should sign, scan and attach the document)
3/ the Budget form

Then submit your application eForm on-line before 01/10/2009 12:00 CEST 04/08/2009.
Send before 01/10/2009 your application package (printed copy and additional documents) to the Executive Agency containing:
1/ an official cover letter signed by the coordinator
2/ one printed copy of the submitted eForm
3/ One copy of each printed annex to the eForm (the detailed description of the project, the signed Declaration of honour (you should sign, scan and attach the document) and the Budget form)
Add the following annexes (which therefore can only be submitted in paper version):
4/ the cooperation agreement signed by coordinator and all the coorganisers (this is a free document and no model is provided by the Executive Agency)
6/ an activities report for all partner organisations covering the past two years (this a free document and no model is provided by the Executive Agency)
9/ the Financial Identification Form (for the coordinator only)
11/ copy of the official accounts of the coordinator for the last financial year for which the accounts have been closed (Balance sheets and Profit/Loss accounts)
12/ an external audit report certifying the coordinator's accounts of the last available year (this is a free document and no model is provided by the Executive Agency)
You must send all the documents by post mail at the latest on 01/10/2009 (dated as marked in the postmark) to the Executive Agency, at the following address:Education, Audiovisual & Culture Executive Agency
Documents can be sent:
- by post
- by express courier service
- delivered in person by applicants themselves, not later than 16:00 on 01/10/2009.

These services are available from 15th July 2009 to 01/10/2009, from Monday to Friday, from 09:30 to 12:30 and from 14:00 to 16:30 (CEST), except on 01/10/2009 where the help desks will close at 12:00 CEST (deadline for submission).
- If you have any question concerning the content of your application or the rules which are applicable within strand 1.1, do not contact the above help desk addresses. You must first refer to the Programme Guide , which is the reference document for submitting an application and to the Instructions for applicants (see above).

Please note however that the Executive Agency is not authorized to answer to queries relating to the content of your application.
Montenegro will participate to the Culture Programme (2007-2013) as from 01/01/2010 onwards on the condition that a Memorandum of Understanding concerning the participation of Montenegro to the Culture Programme is signed by Montenegro and the European Union. This signature is envisaged for autumn 2009. Please refer to this website to have an update on this item.
Under the condition that the Memorandum of Understanding is signed by both parties and enters into force on 01/01/2010, organisations having their registered legal seat in Montenegro will be eligible under the Culture Programme as from 01/01/2010.
In the meantime, applications sent by organisations having their registered seat in Montenegro and starting as from 01/01/2010 will be provisionally considered eligible for the next deadlines of strands 1.1 and 1.2.1 (01/10/2009) and strand 2 (01/11/2009).
Co-organisers having their registered seat in Montenegro and involved in projects submitted under the above deadline for strands 1.1 and 1.2.1 will also be provisionally considered eligible.
If the Memorandum is not signed or is signed with a starting date later than 01/01/2010, the applications and/or co-organisers from Montenegro will be considered ineligible or eligible as from the date of entry into force of the Memorandum.
Therefore it is advisable to add a supplementary coorganiser to the minimum of coorganisers requested in case you want to involve a coorganiser from Montenegro;
