Action 2 - Measure 3: Support for projects initiated by civil society organisations

All proposals must comply with the provisions set out in the full Programme Guide "Europe for Citizens" 2007-2013 (new version as of January 2013). The Programme Guide has the status of a call for proposals.

Before application submission, all applicants are invited to carefully read the Programme Guide in order to get familiar with eligibility and award criteria. If any clarifications are needed, please contact "Europe for Citizens Contact Points" in your respective countries.

Deadline for submissions

The application must be submitted at least before the deadline indicated in the calendar.

For projects starting between

1 February 2013

1st August of the same year of the deadline and
31st January of the year after the deadline

Applications must be submitted before 12.00 p.m. (mid-day Brussels time) on the final date for applications. After this time the on-line application system will be closed until it is re-opened for the next application phase.

Submission procedure

The grant application electronic form - referred to as "eForm" below – is available for completion and submission on-line.

***ATTENTION it is MANDATORY that all applicants submit their applications using the eForm currently available on our website. Applications submitted on paper by post, fax or e-mail will NOT be accepted for further evaluation***

Step 1 - Download the new electronic form (referred to as the "eForm" below).

Before you start to fill in your on-line application form please print and read the user guide provided on the next link (in the eForm page).

Please download from the eForm page the relevant eForm for the Citizenship Programme.

You need to have the Adobe Reader version 8.1.5 or higher installed on your computer in order to able to download and complete the eForm. If you don't have it on your computer.

Step 2 - Fill in and submit the eForm

Once you have downloaded the eForm you must complete all of the data fields. In addition, you must complete and attach the following 2 additional documents /annexes:

For all the application:

  • Declaration of honour for all type of projects: word enfrde

In case the applicant chose the budget based financing system:

  • Budget for 'Productions and realisations' projects: Excel enfrde

Please note: ONLY the above-mentioned official forms of declaration of honour and grant calculator or budget MUST be used.
It is recommended that you do not validate your eForm until you have finished completing it as validation slightly alters the look of the form. When you are ready, click on the validate button and various checks will be automatically performed to ascertain whether your eForm is ready for submission.
If there are any validation errors present they will be listed on the last page of your eForm. The errors themselves will be highlighted in pink. All errors must be corrected otherwise you will not be able to submit your application.
Once you have completed, validated, and submitted your eForm (for a detailed explanation see the user guide) a submission number will be automatically added to the bottom of every page of the eForm.

Please note: a successfully submitted application MUST contain its submission number.
IF THE SUBMISSION NUMBER HAS NOT BEEN AUTOMATICALLY RECORDED IN YOUR eFORM, please contact the External Helpdesk for further advice.

DO NOT SEND A COPY of the eForm, declaration of honour and budget by post to the Agency. IF, following your application submission, you receive an acknowledgement receipt inviting you to send a backup copy, please do not consider it.

Step 3 –Complementary documents to be sent ONLY upon request of the EACEA

Those documents do not need to be sent by post by the deadline

The following documents might be requested by the EACEA:

  • Check list containing the submission number of the application and indicating the set of attachments sent to the Agency: word enfrde

  • Legal Entity form (applicants can find the appropriate forms at the following address: enfrde)
    • with a copy of an official VAT document if your organization has a VAT number;
    • a copy of the resolution, law, decree or decision establishing the entity in question (applicable only to non profit organizations and twinning committees);

  • Financial Identification form duly completed and certified by the bank preferably with a copy of a recent bank statement (see the corresponding financial identification form for each country at the following address: enfrde);

  • Financial capacity form: applies only to non public bodies if the requested grant is higher than € 60 000. In such case, the official profit and loss account and balance sheet of the organisation for the last financial year for which the accounts have been closed (these should not be more than 18 months old) must be attached to the duly completed financial capacity form word enfrde
