Clustering Erasmus Mundus Masters Courses and Attractiveness Projects

Question:

Regarding the activities of lot 2, there might be inaccuracies due to translations. In English, they describe a "survey among existing Erasmus Mundus Masters Courses on their activities with regard to the employability of their students". In German the translation equals "questionnaire". We hold the view that an online-questionnaire is perfectly apted to gather data of EM-students and graduates, but when it comes to the cited activities among the EM-Masters Courses, we wouldn't work with the same instrument, but with additional research and qualitative interviews with persons in charge of the Courses.

Answer:

The English version of the text refers to the fact that a survey among existing Erasmus Mundus Masters Courses on their activities with regard to the employability of their students and among members of the Erasmus Mundus Students and Alumni Association (EMA) has to be carried out in the framework of lot 2. Further on the text specifies that the survey entails the design of a questionnaire, the carrying out of the survey and the processing and analysis of the survey results finally leading to a survey report. The offer should include an outline of the survey. The text does not specify whether you should carry out an online questionnaire, neither does it exclude the possibility to do qualitative interviews. In the survey outline you could explain the methodology which you judge as most appropriate. Regarding the German version, the English word "questionnaire" has been translated with the term Fragebogen and the English word survey with "Erhebung". The latter word could in our view also have been translated as "Umfrage". In case of doubt our advice is to consider the English version.


Question:

Is it right to assume that the current study does not intend to evaluate only one of the Erasmus Mundus phases and that both phases I (2004-08) or II (2009-13) would be concerned.

Answer:

The projects which are subject to the surveys can be selected either under the first or under the second phase of the programme.


Question:

The link provided on page 11 in the specifications to have the results of the first phase of the programme 2004-2008 isn't available.

Question:

Erasmus Mundus Statistics are available on the website of the executive agency Education, Audiovisual& Culture. However, there is very little participation from Europe in the country list. Could you please advise whether the statistics are exhaustive, i.e. are including all Erasmus Mundus participants?

Answer:

The statistics are not exhaustive. They only include non European scholarship holders who received a scholarship to study at an Erasmus Mundus Masters Course and non European scholars who spent a period up to 3 months in an EM Masters Course. The statistics do not include the following categories: - European students - non European students attending an Erasmus Mundus Masters Course without an Erasmus Mundus scholarship - European scholars who went to third country partner institutions in the framework of Action 3 under the first programme. The contractor of lot 2 will receive all available student and scholar information necessary for carrying out the survey (including e.g. information on European students).


Question:

The Tender specifications explain that “Tenderers should describe in detail how they intend to approach these activities, how they will ensure the use and maintenance of the outputs produced under (C) and (D) above and how they will ensure that they have at their disposal the necessary expertise in organising workshops, in carrying out surveys, in producing guidelines and in the tasks related to the website.” Is it right to assume that this will be done formless?

Answer:

Yes, no specific forms have been drafted for this.


Question:

The forms referred to in the Specifications and which are annexed to the Tender, do not allow detailed description. Are tenderers required to submit a Logframe?

Answer:

No, they are not.


Question:

Eligible participants of the workshop - budget: For lot 4, it is suggested that the survey should create an inventory of EM courses and Attractiveness projects. To what extent will information be provided by EACEA, e.g. excel sheet with contact details of the project lead and the partners?

Answer:

The Tender specifications indicate that a survey is to be carried out among selected EM Master Courses and Attractiveness Projects, which should lead to an inventory of regionally focussed activities carried out by the projects in question. The EACEA will provide all necessary contact information after the contract signature.


Question:

Furter documents and statistics The link provide on the website of the EACEA (http://eacea.ec.europa.eu/erasmus_mundus/results_compendia/compendia_en.php) regarding the “Erasmus Mundus Masters Courses 2004-2008” does not work: Could you provide the respective document?

Answer:

Question:

Are there statistics available regarding the institutions being part of Erasmus Mundus actions (Joint Programmes at Master’s and Doctorate level, Erasmus Mundus Partnerships – the former Erasmus Mundus External Cooperation Window – and Promotion of European Higher Education) as well as in the four actions of the first phase of the Erasmus Mundus Programme in Asia.
