Introduction

Decision setting up the Education, Audiovisual and Culture Executive Agency for the management of Community action in the fields of education, audiovisual and culture in application of Council Regulation (EC) No 58/2003 (2009/336/EC), repealing Decision 2005/56/EC.

Fully operational from the 1st of January 2006, the Executive Agency operates under supervision from its three parent Directorates-General of the European Commission:

- Education and Culture (DG EAC),
- Communication (DG COMM) and
- EuropeAid Development and Cooperation (DG DEVCO).

Its role is to manage European funding opportunities and networks in the fields of education and training, citizenship, youth, audiovisual and culture.

Which programmes are managed by the Agency?

The Agency's mandate covers a variety of Europe- and worldwide opportunities for organisations, professionals and individuals, at all ages and stages of life.

Seven key Community programmes have been partly or fully delegated to the EACEA: Lifelong Learning, Erasmus Mundus, Tempus, Culture, Youth in Action, Europe for Citizens and Media, as well as several international Cooperation Agreements in the field of higher education.

The programme strands managed by the Agency are all centralised and support technical projects, which do not imply making political decisions.

Mission

1/ The Agency is responsible for most management aspects of the programmes, including:

• drawing up conditions and guidelines for funding opportunities;
• evaluating applications, selecting projects and signing project agreements;
• financial management;
• contacts with beneficiaries;
• monitoring of projects (intermediate and final reports, and controls);
• on-site project visits.
